Brazil’s Secretariat of Prizes and Bets (SPA) has confirmed that establishing a self-exclusion database is its top priority as it further develops the market’s online gaming regulation.

After a public consultation on the government agency’s regulatory agenda earlier this year, which generated around 200 contributions, the 13 items on the agenda have now been confirmed.

The SPA also wants to introduce a “distinctive seal” to further differentiate regulated operators from illegal operators. This is currently achieved by licensees adopting “dot bet br” at the end of their website domains.

The SPA, part of Brazil’s Ministry of Finance, expects to publish the minutes relating to the aforementioned initiatives in the second quarter of 2025.

From June – and at the end of every quarter thereafter – the regulator plans to publish drafts of new regulations and invite public consultation on the proposals.

Further down the line, the SPA plans to publish details of a proposal to establish a National Betting System in Q4 this year. It is hoped this will streamline cooperation between Brazil’s states and federal oversight of the online gaming sector.

The regulatory agenda then extends into 2026. In the fourth quarter of 2026, the SPA wants to publish details of a review into the sanctioning regime for violations of the regulations by operators.
