Gambling operator 711 has been hit with a warning by the Dutch gambling regulator after an advert for its platform was seen on a website linked to school homework assignments.

Kansspelautoriteit (KSA) said a third party carried out the advertising campaign on behalf of the gaming brand and placed banner adverts for the company on “various websites,” including some “partially” targeted at minors.
The KSA reprimanded 711 for not reporting the incident, as per its obligations under the Netherlands’ licensing regime.
However, the regulator said it was happy to settle the matter with a warning because the company said it had already discovered the issue though an internal investigation and had taken steps to prevent the advert appearing on the website again.
“Under Dutch law, gambling operators are strictly prohibited from targeting vulnerable groups with advertisements, including minors. The KSA considers this form of advertising to be highly harmful and therefore a serious violation,” it said.
“Combatting such advertisements and ensuring additional protection for minors and young adults are top priorities for the KSA in 2025.”
The regulator concluded that all such incidents “must be reported immediately, regardless of whether an internal investigation is already underway.”
“If advertising violations occur, the KSA can take enforcement action—even if an external partner is involved.”
Elsewhere, in its latest enforcement action against the illegal market, the KSA has ordered Gamusoft to cease its offer of unregulated gaming on its CSGOFast.com website with an order subject to a penalty payment.
The regulator said it will impose a penalty of €280,000 per week, up to a maximum of €840,000, if the company does not comply.
“The investigation revealed that it was possible to create a player account from the Netherlands, make deposits and participate in the illegal gambling activities offered on the website,” Kansspelautoriteit said.
“No technical measures were implemented to prevent access from the Netherlands.”
