The island of Guam has moved to regulate certain forms of gambling in order to raise funds for healthcare.

Bill 19, which received the unanimous support of lawmakers earlier this week, states that gambling is to be taxed to benefit Guam Memorial Hospital and other government agencies, the Pacific Daily News reports.
There is some debate, however, over whether the move to formalise gambling regulations as a means of helping to raise revenue will simply enable all forms of gambling, some of which are currently deemed illegal, to continue permanently.
The bill has been passed to Governor Eddie Calvo to sign into law.
