The move comes amid allegations of money-laundering. The commission was "not satisfied" about the source of funds that were used to acquire the venue’s licence by Silverbond Enterprises, the operator.

It is widely believed that the casino is owned by Vasilijs Melniks, who has been accused to embezzling and laundering €54m as part of a deal with the Ukrainian state-owned energy company Naftogaz, a claim that he denies.
