Turn a few pages and read Paul Gauselmann’s litany of disasters for this justifiably much-maligned and extremely malignant piece of legislation concocted by the 16 länder, the semi-autonomous states of Germany. It might convey the impression, rightly, that the Treaty is in some disarray.
