The proposals included a 40 per cent tax rate on gross gaming revenue, which may yet prove prohibitively high for operators seeking to compete with an establish i-gaming grey market.

The tax rate drops to 35 per cent on GGR from casino games that use random number generation and 23 per cent on GGR from sports wagering and lotteries.
