Russia’s Ministry of Finance is planning to prepare a bill to bring transparency to the gambling sector.

Finance Minister Anton Siluanov said that his Ministry had prepared legislation to regulate “grey” market gambling. Siluanov said significant grey operations were “still present in the segment of games of chance.”

Last month the Russian government introduced a federal bill which will include amendments of the Tax Code that relate to online bets and wins. According to the document, the new tax rate for an online bet processing centre of a tote or a betting office will be up to RUB3m (US$45,000).

At the same time, according to Russian website Russkaya Planeta (Russian Planet), Russian MP Ilya Kostunov of the ruling United Russia party is reportedly preparing a bill that will ban online betting in the country. Kostunov says the bill would protect minors from accessing online bookmakers.
